You only need inspections on your vehicles in MB if you are selling it or have purchased it and want to register it. After that DOT can pull you over and inspect it...
In this particular case he was driving behind two suv's when somehow they ended up hitting each other and the truck couldn't stop in time, launched himself, did a few end overs and landed in the grass like that... with all that being said... he's dead.

I found a huge snapper on the road and didn't want to see it get hit, so I got a stick for it to bite and pulled it to safety.
