Maxim sends people home - but they get paid straight time. Canadian Tire where the guys are flat rate, I had guys ask to go home early, watch tv or play games or with toys they've picked up. Sometimes when we were really backed up on tires & oil the "nice" techs would do oil changes... but then you had the oil & tire jockies on your ass because you were taking work away from them.
